MoRTH to Raise Rs.35,000 Crore Through Asset Monetisation in India

May 5, 2023: In the Financial Year 2023–2024, the Ministry of Roads, Transport and Highways have decided to raise Rs. 35,000 crores through asset monetization. The amount raised in the previous fiscal year is higher than the aim of Rs. 32,855 crore.

ToTs (Toll-Operate Transfers), InvITs (Infrastructure Investment Trusts), and project-based financing of motorways will be used by the authority to raise this sum. According to representatives from the Union Ministry, toll revenues obtained by starting project-based financing of motorways will bring in a total of Rs. 15,000 crores. Through ToTs and InvITs, an additional Rs. 10,000 crore will be raised.

The Ministry of Roads, Transport, and Highways have reportedly raised Rs. 67,977 crores from asset sales nationwide. Highways totaling 10,237 km, 13,327 km, and 10,457 km were built by the authority in FY 2019–20, FY 2020–21, and FY 2021–22, respectively.

New Expressway To Come Up Near Noida Airport

April 2023: Yamuna Authority will build a new motorway in April 2023 that will run 16 km from Noida International Airport and Chola Railway Station in the Bulandshahr neighborhood. A thorough report has already begun to be created by the authority. Within the following 15 to 20 days, the report should be ready. Since a railway line from Chola Railway Station to Noida International Airport is also planned, the report will be sent to the Ministry of Railways for approval once it is finished.

A logistic hub will also be connected to this new greenfield motorway. A logistical hub and warehouses have been built on 900 acres of property that the authority has identified. According to the CEO of Autority, a parallel railway line will be constructed between Chola and Noida International Airport.

What is an Expressway?

A road built specifically for fast traffic is called a “motorway.” Such roads have ramps that regulate their entry and exit, and they are constructed so that no other motorway crosses them. 1. Delhi–Mumbai Expressway

The Bharatmala Pariyojana includes the development of the Delhi-Mumbai Motorway. It is a 1350-kilometer portion of phase 1 of the project. By 2023, the motorway should be finished, according to the National Highway Authority of India (NHAI). The unique feature of this motorway is that it contains 93 rest spots along the whole course and trauma centers every 100 kilometers for accident victims. The sound of instrumental music will be employed in place of horns and sirens so as not to disturb the animals of India.
Additionally, it would be the first highway between Delhi and Mumbai to have 12 helipads. Two helipads in Kota, six in Sawai Madhopur, and four in Dausa will be built to be used for medical emergencies. Activities about defense and other activities. When the highway is operational, traveling between Delhi and Mumbai will take 12.5 hours.

2. Dwarka Expressway

The urban motorway in India that runs from Mahipalpur in Delhi to Kherki Daula Toll Plaza in Haryana was upgraded with the addition of its first eight lanes. The Dwarka motorway, used daily by 3 lakh passengers, will lessen traffic on NH-8. 18.9 km of the project’s 29.10 km total length is in Gurgaon, and 10.1 km is in Delhi. An intelligent transportation system on the highway offers information on time, delays, speed, traffic accidents, detours, route adjustments, and work zone locations. The Delhi Metro Rail Corporation (DMRC) has also suggested a metro line along the motorway, and it is now being approved.

3. Mumbai-Nagpur Expressway

The 701 km Samruddhi Mahamarg, or Mumbai-Nagpur Motorway, will link 390 villages and ten districts. Nagpur, Kalyan, Aurangabad, Nashik, Shirdi, Bhiwandi, and Wardha are just a few of the main cities it will connect. The motorway should cut the distance between Mumbai and Nagpur to eight hours. Currently, traveling from Nagpur to Mumbai takes 14 to 15 hours. One of its highways will support a 150 km/h speed restriction. The highway was supposed to open in 2021. However, due to the coronavirus outbreak, the Maharashtra State Road Development Corporation (MSRDC) has delayed its completion.

4. Ganga Expressway

A six-lane highway project called the Ganga Motorway would link the NH 334 in Meerut to the NH 2 Prayagraj Bypass. This motorway will cut the distance between Meerut and Prayagraj travel time in half, from 12 to 6 hours. It begins in the Meerut village of Bijoli and ends at the Prayagraj village of Judapur Dandu. Prayagraj, Meerut, Unnao, Budaun, Sambhal, Chandausi, Tilhar, Bangarmau, Raebareli, Hapur, and Siyana are just a few main cities it covers. It will eventually become the longest motorway in India.

5. Delhi-Amritsar-Katra Expressway

The 650-kilometer-long Delhi-Amritsar-Katra Motorway is a motorway. It travels from Katra in Jammu and Kashmir through the Bahadurgarh Border in Delhi. Nokadar, Amritsar, and Gurdaspur are the important cities that must be covered. Additionally, because it connects the Golden Temple and Mata Vaishno Devi Temple, two important cities for Sikhs and Hindus, this four-lane motorway encourages religious travel. The motorway has amenities, including trauma clinics for medical situations, ambulances on call, adjacent fire departments, entertainment centers, traffic cops, bus bays, truck stops, and restaurants.

6. Ahmedabad Dholera Expressway

Despite being announced in 2010, the Ahmedabad-Dholera Motorway only received approval in 2019. This motorway is four lanes wide between Sardar Patel Ring Road in Sarkhej and Dholera International Airport in Navagam. The Dholera Special Investment Region (SIR) is also connected. 2020 saw the completion of the land purchase for this 109-kilometre-long motorway as a component of the Delhi-Mumbai Industrial Corridor Project (DMIC). Sadbhav Engineering, GVH India, and DRA Infracon are building the motorway.

7. Bangalore-Chennai Expressway

It is a significant future motorway in southern India. Bangalore and Chennai, the capital cities of two critical states in southern India, are connected by this four-lane motorway. The Stretch spans three states—Karnataka’s Hoskote and Bangarpet, Andhra Pradesh’s Palamaner and Chittoor, and Tamil Nadu’s Sriperumbudur—for 260 kilometers. Vehicles can go at 120 km/hr, and the distance will be cut in half by 50 km.

8. Raipur–Visakhapatnam Expressway

This 6-lane motorway, part of the Raipur-Visakhapatnam corridor, is 464 kilometers long (NH-130CD and EC-15). In India’s central and eastern states, it passes through the red passage in Chhattisgarh, Odisha, and Andhra Pradesh. The distance will be cut in half, from 590 km to 464 km, and the travel time will be cut in half, from 14 hours to 7 hours.

9. Bundelkhand Expressway 

The four-lane Bundelkhand Motorway connects Gonda village and Kudrail village in Etawah. Bundelkhand and Delhi NCR are intended to communicate through the Yamuna Motorway. It is a 296-kilometer access-controlled motorway with a projected project cost of Rs 14,716 crore.

10. Purvanchal Expressway

Additionally, it encourages religious travel to places like Gorakhpur, Varanasi, and Ayodhya.

11. Narmada Expressway 

The famous Narmada River will be the location of the eight-lane Narmada Motorway, which will connect the state of Madhya Pradesh’s east-west route. This greenfield motorway project will connect the city of Amarkantak in eastern MP to Jabalpur, Alirajpur, and Dindori in western MP. The highway will link the states of Gujarat and Chhattisgarh. A new section of the road will connect Ahmedabad and Alirajpur. The National Highways Authority of India has predicted that the Narmada Motorway will cost Rs 31,000 crore.

MoRTH to Keep a Regular Watch to Check Highways Completion

May 2023: The MoRTH, or Ministry of Road Transport and Highways, is introducing an “institutional mechanism” for improved coordination and periodic examination to analyze their completion due to several national highway projects being delayed due to less inter-ministerial collaboration. The task of compiling data and coordinating with stakeholders has been given to the NHAI or National Highways Authority of India. Interministerial coordination problems have caused delays in several road projects. To handle projects handled by three wings, including NHAI, the Ring Wing (of MoRTH), and NHIDCL, or National Highways & Infrastructure Development Corporation Limited, MoRTH has established this institutional framework every month. According to the officials, Regional Authority officers will identify and highlight the delayed issues. By the 15th of every month, they will also post the problems and their progress on the PMG (Project Management Group) portal so the Prime Minister’s office may review the development. After assessing the issues, the coordination division will provide a final report for the extra MoRTH secretaries to evaluate monthly so that the relevant ministries may address the issue.
